Understanding The Rehabilitation Act

Abstract

|
The Rehabilitation Act which introduces vocational rehabilitation and welfare services for Americans with disabilities is recognized as one of two major pieces of disability legislation along with Americans with Disabilities Act(ADA, 1990). The Rehabilitation Act aims to bestow civil rights to persons with disabilities and integrate them into mainstream society. To achieve this objective, the Act introduces public support services for vocational rehabilitation, supported employment, independent living, client assistance, and rehabilitation engineering. It also introduces various training and support services administered by Rehabilitation Service Administration(RSA). Research programs in National Institute on Disability and Rehabilitation Research, activities of National Council on Disability, and various articles focusing human rights and advocacy for people with disabilities are listed in this Act. However, the content of the Rehabilitation Act and rehabilitation principles focused on persons with disabilities were not properly introduced in Korean field of rehabilitation. We need to understand the objective and major issues of the Rehabilitation Act to deliver effective and efficient rehabilitation services to people with disabilities in Korea. The aim of this study is to introduce rehabilitation principles, service delivery system, legislative history of rehabilitation, major issues and limitations of the Rehabilitation Act in order to provide basic foundations of rehabilitation service system in our country.
